e.g. I go shopping in the afternoon.
       我下午的時候去買東西。
       wǒ xiàwǔ de shíhòu qù mǎi dōngxī.

Subject + Time"+「的時候 de shí hòu」+ clause...
e.g. I go shopping in the afternoon.
       下午的時候我去買東西。
       xiàwǔ de shíhòu wǒ qù mǎi dōngxī.

「當[当] dāng」+ clause +「的時候 de shí hòu」，Subject + clause...
「當 dāng」refers "when" and "while".

e.g. When he comes, you must apologize to him
       當他來[来]的時候，你必須[须]跟他道歉。
       dāng tā lái de shíhòu, nǐ bìxū gēn tā dàoqiàn.

＊「跟」indicates that the object of the action instead of "and".
It's same with 「向 xiàng、朝 cháo」.

＊「道歉」means "apologize".

To omit「當 dāng」
You can omit「當 dāng」without any condition.

e.g. When he comes, you must apologize to him.
       他來的時候，你必須跟他道歉。
       ā lái de shíhòu, nǐ bìxū gēn tā dàoqiàn.
